New Technologies for the Future Economy: Project Rating and Regulatory Mechanisms in the Digital Economy

abstract

Purpose of the work. The article discusses the advantages of developing digital economy projects, including the use of blocking technology, as well as the investment opportunities of the Crypto-currency and ICO, present methods for assessing the investment attractiveness of the Crypto-currency and ICO, and the authors methodology for evaluating ICO projects, as well as proposals to regulate the industry through self-regulation mechanisms and the creation of an independent system-based reliable rating based on the technology of blocking as a basis for effective development of a new branch of the economy. Materials and methods: content analysis, methods of logical analysis. Results. For the rapid implementation of the industry regulation mechanism in Russia, it is proposed to consider the advantages of self-regulatory organizations, this form allows solving this problem and independently creating rules for SRO participants. Conclusion. For self-regulation, mutual responsibility and crowding out of bad actors is invited to amend part 5 of article 3 of the Federal law On SRO to grant the right to organize SRO entities industry specific and is not specified in legislation. This measure will not only support the previously proposed rating mechanism based on blockchain technology, but also create an effective mechanism for managing the new sector of the economy.

Purpose of the work. To consider the development of retail business and the possibility of its rapid and effective innovation transformation in the digital revolution in trade. Materials and methods. The article uses the methods of logical modeling, Desk research, cause-and-effect research, content analysis. Results. The development of domestic trade is possible with a competent and modern approach to meeting the needs of consumers, which is to use modern and relevant information tools to facilitate the process of buying and receiving goods by the consumer. Conclusion. The success of the online retail is dependent on the integration of marketing tools and it solutions, which are aimed at simplifying the interaction between the online store and the buyer and at increasing customer loyalty to a retail.

African Economies Readiness for the Modern Industrial Revolution and Mobil Banking Prospects

Purpose of the work. The article is devoted to the possibilities of the innovations in African countries in the circumstances of the 4th industrial revolution. The special attention is concentrated on the main features and perspectives of the mobile banking in Africa. Materials and methods. The authors analyze the ways and forms of new technologies (especially the mobile banking) inclusion in African economies as well as the prospects of their usage in the industrial production and services. Results. Positive socio-economic development in many Africas countries leads to an increasing foreign companies involvement. The most adequate form of the new technologies inclusion in African economies is the technologies transfer inside these companies. The other side of these process is the mobile banking boom. Conclusion. New technologies could come to Africa in different ways, among them: fostering the sustainable industrialization and innovation; information technologies use in the spheres of production and services; promotion of the institutional and financial tools for ensuring technological progress in African economies.

The Consequences of the Russian Embargo on Imports of Fish Products

Purpose of work is to analyze the import to Russia in volume and value of fish and fish products commodity item (frozen fish) 0303 FEACN of the cu in terms of the embargo. Material and methods. Statistical data of foreign trade of the Federal customs service of Russia were used. Results. The analysis showed that because of the Russian food embargo, the import of fish products of position 0303 of FEACN decreased relative to 2013 by 48% in weight to 270.8 thousand tons in cash by 41% ($634.6 million). Conclusion. The results of analytical work to change the budget revenues from the importation of fish products because of the embargo can be used by public authorities to address import substitution issues in order to form and optimize the market of fish products.

Purpose of work. The article discusses the main problems of ensuring the food security of the city of Moscow, since the provision of the needs of the population with domestic production determines the objective need for the development of the food market and the creation of additional jobs, thereby improving the quality and standard of living of Moscow residents. Materials and methods: content analysis, methods of logical analysis. Results. The food market of the megalopolis is one of the largest in the country, which determines the complexity of its formation, there is a social and economic imbalance between low-income and high-income categories of citizens, there are problems in the development of the trade infrastructure, the presence of many intermediary structures. Conclusion. The results of the study can be used to improve the work to ensure food security in Moscow.

Purpose of the work. The article describes the social entrepreneurship models created previously by different researchers, as well as describes the authors social entrepreneurship model, analyzes this model in terms of the system theory approach and provides social entrepreneurship definition based on the results of the current analysis. Model of creation and activity of social enterprises, which would reflect the functions of the system, the elemental composition of the system of social entrepreneurship, as well as links and relationships between the elements of the system. Materials and methods. Methods of logical research, content analysis, principles of strategic management. Results. Social enterprises as subjects of social and economic life create not only the social and economic cost similar to other subjects of business activity, but also the additional cost connected with such distinctive features of this kind of activity as: the orientation on the solution of concrete social problems, innovativeness, scalability and replication. Conclusion. Social entrepreneurship is a complex active self developing socio economic system of management, based on socially-oriented entrepreneurial activities aimed at damping or solving the problems of socially disadvantaged groups of citizens on the basis of innovation, self-sufficiency, scalability and financial stability.

Purpose of work. The article deals with the issues of motivation of personnel in Executive bodies. The relevance of the development of this subject is undeniable, since the processes of motivation of personnel in public authorities acquire importance in the period of stimulating participation in project activities in the Executive authorities. Competent management of motivational processes in the team today is considered one of the best ways to solve many problems related to human resources. The main goal is to generalize the problems of motivation in the Executive authorities and to develop a model of the motivational process based on a balanced scorecard. Materials and methods. Methods of content analysis and logical analysis were used. Results. The essence of motivation in public authorities is defined, features of formation of effective system of motivation because of the motivational profile are analyzed and the model of motivational process in the modern educational organization based on system of the balanced indicators is developed. Conclusion. The results of the study can be used to improve the efficiency of the motivation system in public authorities.

We summarize the advances of modern economic development and growth theories laying emphasis on the total factor productivity concept. Results. We underline that human capital, technology, knowledge and information become a dominating factor defining growth at the post-industrial and digital stages of development. Conclusion. The results of the study can be used to further study the factors of economic growth at the present stage.

Mechanisms of Infrastructure Development within Reduction of Foreign Financing

Purpose of work. The study of the peculiarities of supporting infrastructure projects in the conditions of sanctions pressure on the Russian Federation and reducing the access of Russian business entities to foreign sources of financing. According to the World Bank research, more than 4% of global GDP is spent on infrastructure development. Experience has shown that in industrialized countries infrastructure projects are associated with the construction of bridges, multi - level high-speed routes, social urban infrastructure. In developing countries projects are being implemented to form the basic elements of infrastructure: water and electricity lines, heating networks, etc. Disclosure of mechanisms of interaction between public and private entities within implementation of projects backed by international experience, is an important issue for the Russian Federation. Materials and methods. The article discusses the materials and methods of infrastructure development financing. Results. In modern conditions public private partnership plays a key role in the implementation of infrastructure projects in Russia. Conclusion. It seems appropriate to use the world experience of development projects and programs financing based on public private partnerships, in which the state provides investors with favorable conditions for the implementation of projects and creates a system of investment preferences for economic development.

Purpose of the work. The article gives an overview of the current state of the Russian labor market experienced by education, science, which is characterized by a number of indicators, including the demand and quality of higher education; presents the migration aspects of the brain drain of the Russian labor market and examples of foreign practices; exit a return to the civilizational value of education and knowledge, the solution of tasks to create hightech jobs. Purpose of article to investigate the importance of internal and external migration, the state of the Russian market of intellectual labor for the economy. Materials and methods. The terminological apparatus of the subject area is investigated, approaches to the organization of mentoring in the modern theory and practice of management are analyzed, the breadth of application of mentoring by the modern organizations for development of workers is estimated. The results. Intellectual migration should benefit the countrys economy through integration into the global scientific and educational space, the acquisition of scientific experience through various forms of internships and training, improving the status of Russian education. Conclusion. Raising the prestige of Russian education and science in the world is an important task that requires coordination of the educational system at all levels with the strategic personnel policy of the state, the revival of the prestige of working professions, support and development of innovative abilities among students, increase the demand and quality of higher education.

To the Question of the Role of Intuition as a Method in Management and Adoption of Strategic Managerial Decisions

Purpose of work. The article raises an actual topic - the use of intuition in management and in the process of acceptance of managerial and investment decisions. The tasks to be solved are the analysis of the contribution of intuition to the professional activities of the manager when making managerial and investment decisions. Materials and methods. The methods of logical research, analysis and synthesis are used on the basis of the creative information approach. The novelty of the article is the revealing of the principles of using and developing intuition in management and in making management decisions. Results. The article reveals the classification signs of intuition, the mutual-ligature between the intuitive method and the logical approach to perception information from the outside world, the conditions under which the intuition manager is expedient, the role and contribution of intuition in the professional activity of the manager in the process of management and investment decisions, systematized ways of developing intuition in management. Conclusion. The authors reasoned that, although the use of intuition in making managerial decisions carries many risks and problems, managers use it, since it can speed up their adoption. At the same time, although a successful manager should have developed intuition, it is important that she does not substitute the analysis of actual information and past experience and confirm the validity of the intuitively accepted SD. Confirmed by the analysis, the confidence in your intuition allows you to use the additional potential and capabilities of the individual, and the manager to increase the effectiveness of his work.

The article discusses the management of labor efficiency (personnel) as an important component of the management system, which has a significant impact on the management of efficiency and resources of the company as a whole. Materials and methods. The article uses the methods of logical modeling, causation research, content analysis. Results. One of the most important management tools is the balanced scorecard, which concentrates the full information about the economic situation at the micro level (enterprise-level) and allows to reduce the gap between financial strategy and operations, allowing to assess the effectiveness of key performance indicators that reflect all aspects of the company. Conclusion. Today, to succeed in a dynamic environment, companies need to be able to adapt quickly to changing market conditions and outperform their competitors in terms of quality, speed of service delivery, breadth of product range and product price.

This problem is considered on the example of international experience, as well as taking into account the Government program Digital economy and the list of instructions Of the President of the Russian Federation. Materials and methods. The article uses the methods of logical modeling, cause-and-effect research. Results. States and international organizations understand the opportunities that will be provided by the introduction of blockchain solutions and smart contracts in the public administration system. Many countries are already engaged in the development of a regulatory framework for the future economy, including blockchain technologies, cryptocurrencies, smart contracts and attracting investments through ICO. Conclusion. Only with the improvement of the legal framework digital technologies, including blockchain and cryptocurrency, will receive a powerful impetus for development.
