abstract

Purpose of work. The author on the basis of statistical data, regulatory documents conducts the relationship between the financial and the economic and musical and cultural development of Russia and industrialized foreign countries. Materials and methods. We consider the issues of interaction of finance, prices, taxes as a factor of economic safety of Russia in the conditions of formation of the budget policy. Results. It is proposed to develop and formally approve the list of indicators in the musical and cultural sector, reflecting the level of economic security of the Russian Federation on economic parameters. Conclusion. Substantiates the importance of price regulation in the financial deficit for the budget organizations with tax benefits.

The Financial Market of the Russian Federation: Problems of Regulation in Conditions of Instability

Purpose of work. A study of the efficiency of the functioning and regulation of financial markets revealed a backlog of Russia from developed economies and the PRC. The dynamics of Russias indicators over the past seven years shows that the regulation of financial markets has not fully achieved its goals. In addition to slowing the growth of the world economy after 2008-2009, increasing economic instability in 2014-2016, as well as the underdevelopment of insurance markets, investment and pension funds, volatility of the currency and stock market, the problems of financial market competition, liberalization of circulation Securities, improving corporate governance and disclosure of data. Materials and methods. The article examines the problems of regulation of financial markets in an unstable economy. Results. In modern conditions the tasks of the regulator go beyond monetary policy and prudential regulation of financial markets. Conclusion. Low credit activity has a beneficial effect on the inflationary fluctuations and the relative strength of the banking sector from the point of view of dynamics of economic standards is accompanied by the overall low efficiency of the financial sector and a sharp decrease in the liquidity of banks.

Genesis of the Functions of the Mandatory Reserves as a Financial Instrument

Purpose of the work. The article is dedicated to the research of an unusual phenomenon the genesis of the functions of the mandatory reserves as a multi-functional financial instrument. Mandatory reserves (mandatory reserve requirements) as a financial instrument in the context of their functional content are discussed not only in terms of their common function regulation of the banking system liquidity but primarily as a specific multi-functional instrument enabling central banks to maintain the banking system as a whole sustainable by ensuring the sustainable operation of banking institutions as the key components of the banking system. Materials and methods. The specific multi-functionality is addressed in the article particularly through the application of averaging mechanisms. Based on the analysis of how the averaging mechanism operates the author concludes that the functional range of the mandatory reserves as an efficient financial instrument has widened. Results. The author explains that each of the functions discussed may have local functions that form an integral system. The local functions are identified in view of the diverse interests of the parties involved in the mandatory reserving process by using the averaging mechanism. Specifically, it is explained how the interest rate buffer function develops into local functions the function of rate volatility regulation in the money market and the function of cost of debt regulation. Conclusion. The author is of the opinion that apart from having a scientific value in terms of identifying the mechanisms of more efficient use of the financial instrument the identification and localization of the functions have a definite applied value as they enable to more clearly identify the actual economic interests of each party and thereby to more purposefully use the identified advantages of the financial instrument.

Purpose of the work. Is to identify the role of innovative culture of a modern person in the knowledge society. Materials and methods. Analysis of the current state of innovation culture in Russia. Results. In the conditions of formation of innovative economy, the state needs to prevent the development innovation institutions. Society needs to change outdated stereotypes of behavior, to teach new innovation-oriented model of human behavior, to train specialists, competent in the field of formation and implementation of innovation. The basis of the innovation-oriented model are education, science, communication, information and solidarity practices. Conclusion. A culture of innovation in society should not form the government, and the society itself.

On National Human Capital Assessment Methodology

Purpose of work. Improvement of Russias national human capital assessment methodology is necessary for a correct assessment of its volume and elaboration of the corresponding state policy. Materials and methods. Application of the Jorgenson-Fraumeni methodology corresponds generally to the aforementioned objectives, but needs completion, namely elimination of the influence of raw materials export-based income on wages growth and, most importantly, transition from using years of schooling and education levels to the use of skills and competences. Results. The analysis should not be subject to the decision of an individual to a particular level of education (currently the quality and direction does not count), and its decision to acquire and expand certain skills and competencies, which, in fact, education and acquired. Conclusion. Thus obtained results will allow to correctly assess the situation and dynamics in the formation and reproduction of human capital in Russia.

Theoretical Foundations of the Behavioral Model in the Russian Economy: An Institutional Aspect

Purpose of the work. The article considers the theoretical basis for the formation of a model of behavior in the Russian business environment. Materials and methods. An institutional approach was used to analyze the theoretical problems of the formation of a socially oriented model of behavior in the economy. Results. The limited representation of the model of behavior in a market economy led to the formation of an egoistic model of behavior that differs from modern analogues in Western countries. Conclusion. The role of the state in a market economy through a system of punishment and stimulation lays the foundation for the formation of a socially oriented model of behavior in the business environment.

Behavioural Economics in Macroeconomic Analysis

Purpose of the work. The purpose of the article is to show sophistication of scientific programs and emergence of new theories considering psychological aspects of behavior for adapting economic policy to new realities in order to enhance its efficiency. Another goal is to prove the Keynesians inheritance in modern macroeconomic analysis, to trace the trend of development of new theories for macroeconomic policies. Materials and methods. Neoclassical synthesis or new Keynesianism, is enriched by the developments of the behavioral theory that is issued in the new neoclassical synthesis. Results. Dissatisfaction with the results of the economic policies of the last decades makes to deepen the analysis of the behavior of economic agents and political decision-making, which became more emotional and reflective. Conclusion. For the purposes of such research and the development of new instruments and models of macroeconomic analysis with the use of behavioral Economics.

Purpose of the work. Asian Infrastructure Investment Bank (AIIB) is the international financial organization established to promote the financial cooperation in the Asian-Pacific region, to control the implementation of the infrastructure projects, as well as the expansion of integration processes. Materials and methods. The article describes possible ways to achieve the above-mentioned purposes of the AIIB, as well as the role that the Bank can play in the development and rise of the position of the member states. Results. The aim of the AIIBs activity is to finance infrastructure projects and sustainable growth projects of the member countries of the Bank, including by complementing the activities carried out by multilateral and regional financial institutions for global growth and development of its member countries. AIIB will also cooperate with international organizations and other financial institutions and provide technical assistance within the projects of particular national interests of the participating countries, which will undoubtedly have a tremendous impact on the modern world economic relations. Conclusion. The results of the study can be used to strengthen the role of the Asian infrastructure investment Bank in the modern system of world economic relations.

Purpose of the work. The article describes with the key issues and methodological aspects of good governance in project-oriented organizations. Materials and methods. In order to optimize the choice of an effective approach analyzed the traditional project management methods, as the well-known project management standards in conjunction with mature models of management processes in the organization. Results. Grounded and reasoned change of focus from strategic planning to manage the increase and differentiation of types of work to be implemented in the form of projects. In addition, the article analyzes the new method of project management (Scrum) and flexible product management method (Agile). Conclusion. Purpose of the work. The article discusses the state of higher education system in the Russian Federation in conditions of its reforming. Subject of research the main directions of the ongoing changes and socio-economic relations in the conditions of implementation of policy reforms in higher education. The goal is to identify the main problems in the higher education system, reducing the effectiveness of the changes, the rationale for the development of its development strategy and funding in accordance with the strategy of its development. Materials and methods. The work analyzes the state system of higher education after several years of reforms. Result. It is concluded that the implementation of policies on higher education creates conditions for its further development in the direction of improving its quality. Conclusion. However, the funding system of higher education must correspond to the strategic goals of its development, because higher education provides the potential for the development of the state, providing training of highly qualified personnel for all basic directions of socially useful activity in accordance with the needs of society and the state.

Purpose of the work. The article examines the mutual influence of the institutions of modern society, points to the crucial role of institutions in all spheres of human activity, analyzed the specificity of formation of institutions through their development in the field of science. Materials and methods. Discusses the development of economic activity and economic science of China, their interaction and the formation of economic institutions, the forecast-the analysis of the possible economic development of China and the necessity of formation in the country is consistent with this institutional environment. Role and Place of National Research Foundations in Financing Human Resources in Science (on the Example of USA, Germany and Russia)

Purpose of work. The article provides a comparative analysis of national research foundations financing in the USA, Germany and Russia aimed at defining their role and place in the scientific infrastructure of the respective countries. Materials and methods. The author conducts a statistic analysis of data provided by OECD and the national research foundations in question and interprets the dynamics of key indicators in terms of scientific policy priorities and measures. Results. Two different models of financing the scientific community through special research foundations are outlined: the American model based on elitist principles and the German model based mainly on egalitarian principles. Conclusion. The Russian model cannot be associated neither with the American, nor with the German one. However, as for its optimization, it can be recommended to regard first the experience of the USA and then that of Germany.
